Theoretical perspectives on the process o f public policies formulation

This article seeks to contribute towards studies on the process of formulating public policies, highlighting the important current stage of government agenda-setting situation. We there fore present two theoretical models which emphasize the dynamics of ideas and symbolic representation when formulating public policies. We argue that both models present similarities and might be considered complementary, being also important tools in analyzing the policy formulation process.Downloads
