Perspectives théoriques sur le processus de formulation des politiques publiques

Cet article propose une contribution aux études sur le processus de formulation des politiques publiques. Il met en avant le moment important de construction de l’agenda gouvernemental {agenda-setting). Deux modèles sont, ainsi, proposés. Ils présentent la dynamique des idées et de la représentation symbolique dans la formulation des politiques publiques. L’auteur défend que les deux modèles présentent des similitudes et peuvent être considérés complémentaires, constituant d’importants outils pour l’analyse du processus de formulation de politiques publiques.
