Résumé

Ce travail présente un équilibre entre la littérature de gestion intergouvernementale (IGM), ses bases théoriques et ses principales conceptions analytiques. Les possibilités théoriques et analytiques de ce concept, sa genèse et son évolution, ainsi que les avancées, les vicissitudes et les défis des études IGM se distinguent. Il discute de la relation entre IGM et les approches du fédéralisme et des relations intergouvernementales (RIG), en notant les différences et les parallèles entre les concepts. En systématisant la littérature existante, cette revue propose une conception minimale de la gestion intergouvernementale capable de résumer les principaux auteurs du domaine. De cette définition, il est suggéré une organisation du débat autour de trois perspectives analytiques: (1) de négociation fédérale et la négociation, (2) la mise en réseau et (3) des études de coordination. Ainsi, il contribue à la littérature en systématisant une approche théorique encore peu utilisée dans les études de science politique et d’administration publique au Brésil.

Desenvolve pesquisas sobre federalismo, relações intergovernamentais e políticas públicas. É coeditor dos livros Federalismo y relaciones intergubernamentales en México y Brasil (Editorial Fontamara, 2017) e El gobierno de las grandes ciudades gobernanza y descentralizacion en las Metropolis de America Latina (Centro Latinoamericano de Administración para el Desarrollo e Universidad Autonoma de Chile, 2017).

Doutor em Ciência Política pela Universidade de São Paulo (USP). Professor da FGV-SP e chefe do Departamento de Gestão Pública. Ganhou o Prêmio Moinho Santista de Melhor Jovem Cientista Político brasileiro (2001). Pesquisa temas relacionados ao federalismo, políticas públicas e gestão pública, tendo publicado vários artigos, no Brasil e no exterior, sobre esses temas. Autor dos livros Os barões da Federação (Hucitec, 1998) e Cooperação intermunicipal: experiências de arranjos de desenvolvimento da educação no Brasil (Editora Positivo, 2017).

Martina Bergues

Mestre em Administração Pública e Governo pela FGV-SP, bacharel em Ciências Sociais pela USP e bacharel em Relações Internacionais pela Pontifícia Universidade Católica de São Paulo (PUC-SP). Atualmente trabalha como analista de políticas públicas e gestão governamental na Secretaria Municipal de Inovação e Tecnologia da Prefeitura de São Paulo. Pesquisa temas relacionados ao federalismo, relações intergovernamentais e burocracias na gestão intergovernamental.
