Abstract

This study reviews the literature on intergovernmental management (IGM) with its theoretical bases and main analytical concepts. Theoretical and analytical possibilities of this concept, genesis and evolution are highlighted, as well as the advancement, varieties and challenges of IGM studies. It discusses the relationship between IGM and the approaches of federalism and intergovernmental relations (IGRs), comparing the differences and parallels between concepts. By systematizing the existing literature, this review proposes a basic conceptualization of intergovernmental management capable of summarizing the main authors of the field. Based on this definition, a specific discussion organization around three analytical perspectives is suggested: (1) federative bargaining and negotiation, (2) networks and (3) coordination studies. Thus, it contributes to the literature by systematizing a theoretical approach that is still barely used in studies on political science and public administration in Brazil.

Doutor em Administração Pública e Governo pela Fundação Getúlio Vargas (FGV/São Paulo), onde também é professor da Escola de Administração de Empresas e da Escola de Economia. Desenvolve pesquisas sobre federalismo, relações intergovernamentais e políticas públicas. É coeditor dos livros Federalismo y relaciones intergubernamentales en México y Brasil (Editorial Fontamara, 2017) e El gobierno de las grandes ciudades gobernanza y descentralizacion en las Metropolis de America Latina (Centro Latinoamericano de Administración para el Desarrollo e Universidad Autonoma de Chile, 2017).

Ganhou o Prêmio Moinho Santista de Melhor Jovem Cientista Político brasileiro (2001). Pesquisa temas relacionados ao federalismo, políticas públicas e gestão pública, tendo publicado vários artigos, no Brasil e no exterior, sobre esses temas. Autor dos livros Os barões da Federação (Hucitec, 1998) e Cooperação intermunicipal: experiências de arranjos de desenvolvimento da educação no Brasil (Editora Positivo, 2017).

Mestre em Administração Pública e Governo pela FGV-SP, bacharel em Ciências Sociais pela USP e bacharel em Relações Internacionais pela Pontifícia Universidade Católica de São Paulo (PUC-SP). Atualmente trabalha como analista de políticas públicas e gestão governamental na Secretaria Municipal de Inovação e Tecnologia da Prefeitura de São Paulo.
