abordagens críticas em perspectiva

O artigo coloca em debate duas diferentes abordagens a respeito do processo que tem sido nomeado usualmente de militarização da polícia e policialização das forças armadas em algumas democracias liberais ocidentais. Esse debate é particularmente importante para a América Latina, dadas as suas políticas de segurança direcionadas ao combate à criminalidade, com destaque para aquela vinculada ao tráfico de drogas. Ao apresentarmos tais abordagens, argumen-tamos que ambas se aproximam no diagnóstico de um mesmo fenômeno social: a cada vez mais turva distinção entre funções militares e funções policias. No entanto, elas se distanciam pelas premissas das quais partem, dos tipos de per-gunta que fazem ao objeto de estudo e das suas decorrências em termos críticos e normativos. Explicitar suas oposições e complementações tem o potencial de melhorar a compreensão do debate posto para pesquisadores e formuladores de políticas, contribuindo com novos questionamentos, temáticas e problemas de pesquisa.

As distintas abordagens apresentadas nesta revisão de literatura sugerem que a compreensão do fenômeno da militarização é fundamental em seus aspectos conjunturais e estruturais, especialmente para os Estados Unidos e os países da América Latina, que têm vivenciado esse processo de maneira
marcante nas últimas décadas. Assim, conhecer as diferentes interpretações sobre o fenômeno da militarização torna-se pressuposto
de qualquer intervenção política qualificada sobre o tema. Isso é verdade para acadêmicos, mas também para outros atores sociais dedicados a lidar com as recentes transformações de atuação, gestão e capacidade dos aparelhos de coerção do Estado.
